
The second of two recruiting blackout periods commences today in the CIS. All CIS coaches are not able to ‘recruit’ prospective players from now until and including Sunday. All Head Coaches are to attend the CIS East-West Bowl during this week as well. Players and coaches will arrive today with testing for players beginning tomorrow morning and the first practice is tomorrow afternoon.
The CIS ‘regulations’ guide reads the following:
For the purpose of athletic-related recruiting, there will be no contact of prospective student-athletes by any person representing a CIS institution within five clear days of the start of the East-West All-Star Game and one clear day following the completion of the East-West All-Star Game.
The CIS rules are self-regulated and require a ‘code of honour’ for coaches to report other coaches if they are in violation of rules. There are no ‘CIS police’ unlike the NCAA who have an ‘enforcement staff’.
How the NCAA works:
There are three things that will trigger the enforcement staff to review a situation – if information obtained indicates that an intentional violation has occurred, that a significant competitive or recruiting advantage may have been gained, or that the institution or the enforcement staff has been given false or misleading information.
How the CIS works:
It is the moral and ethical responsibility of the Director of Athletics and the coach to be completely cognizant of the spirit and intent of all Eligibility Rules governing interuniversity sport and it is their professional responsibility to convey to all athletes the rationale and philosophical persuasion of any rule in question.
